THE NPA SIGNS MEMORANDUM OF UNDERSTANDING WITH THE BASEL INSTITUTE OF GOVERNANCE.

The National Prosecution Authority is delighted to notify the public that it has entered into a Memorandum of Understanding with the Basel Institute of Governance to fight against financial crimes, corruption and enhance asset recovery . The Basel Institute is an independent non profit organisation which works in the area of strengthening governance and countering corruption. Speaking at the signing ceremony, the Director of Public Prosecutions Mr. Gilbert Phiri said that there is need to partner in fighting illicit vices such as illegal wildlife trade, illegal mining financial crime and corruption. A strong message has to be sent to criminal elements that crime does not pay. He stated that the NPA remains resolute in its fight against corruption and financial crimes and welcomes support from partners in this noble cause. The NPA joins fellow Zambians and the rest of the world in commemorating the International Day against Drug Abuse and Illicit Trafficking 2023 under the theme ‘PEOPLE FIRST: STOP STIGMA AND DISCRIMINATION, STRENGTHEN PREVENTION’ This year’s campaign aims to increase public awareness of the significance of treating drug users with respect and empathy, giving voluntary services to everyone, providing alternatives to punishment, placing a high priority on prevention, and acting with compassion towards victims. Fellow citizens are encouraged to support and advise drug users on where they can get assistance and to continue to preach the message of prevention in our homes, schools, places of worship and employment. ASSET RECOVERY INTER-AGENCY COORDINATION FRAMEWORK GETS UPDATE

In January 2023, the National Prosecution Authority, Ministry of Justice, Zambia Police Service, National Anti-Terrorism Centre, Zambia Revenue Authority, Drug Enforcement Commission, Anti-Corruption Commission, Office of the Auditor General, Bank of Zambia, Department of Immigration and the Department of National Parks and Wildlife signed the inter-agency framework creating the National Task Force on Asset Recovery. The aim of the Framework is to support collaboration between competent authorities in tackling serious offences and asset recovery. Six months in, the agencies have updated the membership to include the Office of the President, the Road Transport and Safety Agency, the Patents and Companies Registration Office and the Ministry of Lands in order to increase efficiency in the operations of the Framework. The National Prosecution Authority delegation visiting Ireland on a learning exchange programme.

The Director of Public Prosecutions is visiting Ireland in collaboration with the Irish Rule of Law International and the Irish Embassy. The purpose of the visit is to enable the Zambian delegation understand how Ireland deals with corruption , financial crimes and asset recovery .In this regard, the DPP met with officials from Limerick University, the discussion focused on corruption and financial crime courses that can be introduced in Zambian universities. The DPP later met with Justice Peter Kelly ( retired President of the High Court in Ireland) who shared experiences on how the Irish legal system has created laws which ensure that Judges deliver judgements in a stipulated time frame. The NPA & WCP joint hands to fight Wildlife Crime

Today the National Prosecution Authority and the Wildlife Crime Prevention Project ,signed a Memorandum of Understanding aimed at providing technical assistance in the prosecution of Wildlife and Environmental Crime, building capacity of Prosecutors in this field as well as the provision of specialised equipment. The NPA is keen on fighting Wildlife Crime and is fully committed to joining hands with the Wildlife Crime Prevention Project in order to protect Wildlife and the ecosystem.

The first ever Forensic DNA Laboratory launched in Zambia.

The National Prosecution Authority was privileged to attend the launch of the first ever Forensic DNA Laboratory in Zambia, at the Levy Mwanawasa Medical University in Lusaka. The Minister of Home Affairs and Internal Security Honourable Jack Mwiimbu officially launched the Laboratory. One of the key purposes for the establishment of the Laboratory is to support the investigation and prosecution of Sexual and gender based violence cases. It is envisioned that the usage of DNA will enhance the timeliness of prosecution of cases and provide corroborative evidence which will enhance the survivor’s access to justice and hold perpetrators accountable. The NPA is optimistic that the usage of DNA will positively impact the conviction rate of such cases. The NPA commends the government and co-operating partners for this timely initiative.

The Director of Public Prosecutions Mr. Gilbert A. Phiri paid a courtesy call on His Majesty the Litunga King of the Lozi People. The DPP also paid a courtesy call on the Provincial Minister Mr. Kapelwa Mbangweta. The DPP is on a tour of NPA offices in the Western Province.

Attorney General Alliance Africa (AGAA) Donates Books to The National Prosecution Authority.

The National Prosecution Authority (NPA) received a donation of law books from the Attorney General Alliance Africa (AGAA). During the handover ceremony, the Director of Public Prosecutions (DPP) Mr. Gilbert A. Phiri S.C said that he was grateful for the donation and commended AGA- Africa for the long standing partnership with the NPA, which has provided a platform for training programmes and exchange of knowledge. The DPP stated that the reference materials will assist the NPA in enhancing its prosecutorial capabilities in order to hold perpetrators of crime accountable.
