Corruption presents a complex global challenge. Its complexity and multifaceted nature require an extraordinary and multifaceted approach in combating it.
Zambia remains resolute in its efforts to combat the corruption at national and transnational level. Its resolve to fight and curb the vice is reflected in its continued active pursuit of the corrupt and corrupt assets at a national, regional and international level. As part of its efforts at combating corruption, Zambia, participated in the just ended fifth plenary GlobE Meeting held in Beijing China from 24th to 28th September 2024.
The Zambian delegation was comprised of representatives from the National Prosecution Authority, the Anti-Corruption Commission, the Drug Enforcement Commission and was supported by an expert from the International Centre for Asset Recovery. The delegation was led by the Learned Director of Public Prosecutions, Mr. Gilbert Phiri, who was accompanied by Mr. Nason Banda (Director General DEC), Mrs. Monica Chipanta Mwansa (Ag Director General ACC), Mr. Julius Muraya (ICAR representative), Mrs. Gracilia Chipulu Mulenga (Director TFCD – NPA), Mr. Desmond Chiboola (Assistant Director Investigation- ACC) and Mr. Jones Siasamba (Senior Investigations Officer -DEC).
The key objectives of the GlobE Meeting were to discuss organizational issues impeding the fight against transnational corruption, hold thematic discussions on denial of safe haven for the corruption and to provide an opportunity for the members of the GlobE Network to engage in informal discussions on operational and strategic casework issues.
Additionally, dedicated bilateral meetings in the framework of the Global Forum on Asset Recovery (GFAR) Action Series were organized and held in the margins of the plenary session to facilitate discussions about ongoing corruption cases with transnational aspects.
The aims of the GFAR Action Series bilateral meetings were to facilitate exchange of information to enhance legal and judicial cooperation, promote discussions on required evidence for corruption cases with transnational dimensions and review progress in the preparation, transmission and execution of the Mutual Legal Assistants (MLAs) requests among member states.
During the five-day session, the Zambian delegation held a total of nine (9) fruitful bilateral meetings with delegates from the Republic of South Africa, the Kingdom of Saudi Arabia, Spain, India, United Arab Emirates, Panama, Mauritius, Nigeria, China mainland and China Hong Kong SAR.
The National Prosecution Authority remains resolute in fighting corruption and other illicit financial flows and ensuring that criminals and criminal assets are left with no place to hide.
